Dave Kaplan
Principal
Dave Kaplan is a principal with ML Weekes & Company, PC. Dave has over 30 years of auditing and accounting experience within the private and public sectors, including 14 years with the international public accounting firm of Ernst & Young. Dave provides a variety of services offered by the Firm to contractors and not-for-profit institutions doing business with the government. These services include accounting and auditing, business systems analysis and compliance assessments, interpretation of public laws and procurement regulations, and assistance in the resolution of disputes, including those requiring litigation.
Throughout his career Dave has served many of the leading aerospace and defense contractors, research institutes and hospitals, universities, and nonprofits. Dave has in-depth knowledge of the federal regulations and guidance governing DoD, NASA, USAID, GSA, DHHS, DoI, HUD, DoL, and DoE contracts and grants, including the Federal Acquisition Regulations, Cost Accounting Standards (CAS), OMB Circulars and 2 CFR Part 200.
Dave provides comprehensive assistance to organizations preparing for key business systems reviews and those responding to findings through the preparation and implementation of corrective action plans. He also provides advisory assistance to clients on a number of federal contract matters, including the preparation, review and settlement of contract claims and equitable adjustments; termination settlement proposals; cost or pricing data analysis; damages under False Claims Act matters; and determining compliance with Government procurement regulations and CAS. Dave routinely supports clients with cost allocation documentation requirements, including preparation of CAS disclosure statements, as well as the preparation, negotiation and settlement of indirect cost rates, cost allocation plans and incurred cost submissions.Dave Kaplan is a principal with ML Weekes & Company, PC. Dave has participated in numerous audits of contractors and grantees expending federal assistance through a variety of programs that require compliance with government regulations, specific agency regulation and grant requirements. He has performed audit engagements for organizations subject to state and federally mandated overhead and compliance audit requirements, under both cooperative agreements and contract-based funding arrangements. Dave’s experience also includes contract incurred cost audits under NIST, SBIR/STTR and procurement contract funding arrangements.
Dave graduated from the University of Buffalo with a BA in Economics and holds an MBA in Professional Accounting from Fordham University and is a member of Beta Gamma Sigma.
