David E. Kaplan is a Senior Manager with ML Weekes & Company, PC. Services provided by Dave include the preparation and analysis of indirect rates, as well as the analysis of estimating and cost accounting and allocation systems. Dave has in-depth knowledge of the federal regulations and guidelines governing NIH and DoD grants and contracts, including the Federal Acquisition Regulations, Cost Accounting Standards and OMB Circulars.
Dave has over 17 years of auditing and accounting experience within the private and public sectors, including 15 years with the international professional services firm of Ernst & Young, LLP.
Dave's auditing and accounting experience spans a variety of clients, including those in manufacturing and production in areas such as large vehicle manufacturing, clothing production, and complex electronic systems, in aerospace with aircraft and flight simulator manufacturers, and in the construction industry with both large construction and architect and engineering firms. Dave has served many of the leading research hospitals, as well as universities and research institutes.
Dave has participated in numerous financial audits of large defense contractors. He has also performed audit engagements for clients subject to state and federally mandated overhead and compliance audit requirements, under both cooperative agreements and contract based funding arrangements.
Dave specializes in the comprehensive analysis of cost allocation methods and systems. His recent experience includes managing a project to evaluate and provide recommendations for the allocation of over $250 million in shared administrative services between two large New York based teaching hospitals and their affiliated medical schools. In addition, he has provided numerous organizations with assistance in the evaluation of Government audit reports and the interpretation of public laws and procurement regulations related to government grants and contracts.
Other services Dave provides to clients include the development of advanced microcomputer modeling techniques in the areas of indirect rate submissions, contract delays and disruptions, termination settlement proposal pricing, criminal investigative matters, change order proposals, and Cost Accounting Standards impact proposals.
Dave graduated from the University of Buffalo with a BA in Economics and holds an MBA in Professional Accounting from Fordham University and is a member of Beta Gamma Sigma.
